Asian Development Bank Recruitment Purpose
Provide support for infrastructure projects with appropriate interventions including financing projects through sovereign and non-sovereign modalities, structuring and financing of Public-Private Partnership (PPP) projects, reviewing policy, institutional and regulatory frameworks for improving the enabling environment for project structuring and financing.
Expected Outcomes
a. Strategy and Planning
· Monitor and analyze the market for infrastructure finance in India.
· Monitor and analyze financial markets, in particular debt and equity markets and identify policy gaps for long term financing.
· Monitor and analyze institutional arrangements for long term project financing and identify policy gaps;
· Assess existing structures and mechanisms for facilitating infrastructure financing e.g., use of special purpose vehicles, securitization laws, etc.
· Understand state of the PPP policy space including risks and gaps that constrain development of infrastructure projects and act as a disincentive to private sector participation and recommend appropriate technical assistance to mitigate systemic weaknesses.
· Coordinate with sector units in promoting sector strategies in the different infrastructure sectors to facilitate the financing of infrastructure.
b. Project Management
· Assist in identifying, developing and reviewing project proposals submitted by promoters and other financial intermediaries under ADB’s sovereign and non-sovereign financial modality.
· Conduct policy and regulatory assessments to support infrastructure development with appropriate financial market interventions.
· Evaluate the impact of financial sector and infrastructure policy interventions for enhancing the quality of project pipelines.
· Contribute to policy development and strategies for infrastructure financing in India.
· Support state and national clients for project structuring and implementation.
· Implement infrastructure projects delegated to the resident mission.
· Support loan and TA processing as required.
c. Economic, Sector and Thematic Work
· Draft as well as provide comments on project, policy and other papers relating to infrastructure financing and development and PPP issues
· Conduct economic, thematic and sector work related to policy, legal and regulatory as well as institutional framework for the infrastructure in the context of sustainable economic development and poverty reduction
d. Knowledge Sharing
· Develop and maintain a suitable network in the area of financing and structuring of projects to keep abreast of the latest developments and issues.
· Substantially contribute to activities for advocacy, dissemination and knowledge building on financing and structuring of projects.
Education Requirements
A university degree in Business Administration, Economics, Finance, or related fields; preferably at post-graduate degree or its equivalent in economics, finance, business administration or related field

Relevant Experience and Other Requirements
Work experience
· At least 5 years of relevant professional experience in infrastructure finance, including hands-on expertise in processing loans/significantly contributing for infrastructure projects
Technical Knowledge
· Good understanding of quantitative risk assessment and mitigation techniques including swaps, options, credit derivatives etc, will be an advantage.
· Extensive knowledge of corporate finance, preferably in an international financial center.
· Extensive knowledge of the overall financial sector including banking, debt and equity markets, contractual saving.
· A good understanding of financial and infrastructure sector regulation and supervision.
· Familiarity with ADB processes and procedures and public sector operations.
· Effective report-writing and communication skills in English.
People and Leadership Skills
· Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review.
· Able to work collaboratively with teams as a constructive team member.
· Strong oral and written communications skills.
