Jobs Purpose

The purpose of Investment Specialist Recruitment is to support regional departments and PSOD for the development, design, implementation, processing, negotiation and administration of non-sovereign projects with a focus on public-private partnership (PPP) to contribute to ADB’s developmental directions for the private sector development and the overall goal of reducing poverty.


With a focus on public-private partnership (PPP), provide inputs for the development of policy, strategies and of country programs in developing member countries (DMCs).  Work with broad policies and objectives, working directly with governments, private sector investors and banks.

Expected Outcomes
a. Strategy and Planning
· Provide information and analyses for the development of policy and strategies for ADB’s developmental goals for the private sector in consultation with relevant stakeholders.
· Participate in country teams and missions for planning and programming purposes with particular focus on PPPs. private sector development and operations and for the identification of PPP investment opportunities in assigned DMCs.
· Assist in developing a pipeline of private sector finance  projects with a focus on PPPs.
· Contribute information on PPP and analyses for economic and sector work and interdepartmental working groups.
· Participate in and contribute to internal and external training and conferences on PPP and other related activities for advocacy, dissemination and knowledge building.

b. Project Management
· Provide technical support and advice to promote and develop PPP projects and for designing financing arrangements, including structured financing in project design.
· Support the identification, development and processing of projects to be considered for PPP financing, undertaking the needed due diligence, risk analysis and mitigation work towards the structuring of loans, equity investment, guarantees or other forms of assistance.
· Undertake the implementation and administration of PPP programs and projects, ensuring compliance with required guidelines, policies and procedures as well as agreed covenants and reporting requirements.
· Raise key issues and apply proper risk management in PPP projects.

c. External Liaison
· Facilitate active relationships with governments and financial intermediaries in the region.
d. Policy and Project Evaluation
· Draft as well as provide comments on project, policy and other papers related to PPPs, private sector development and operations issues in various themes and sectors.
· Maintain and share knowledge of emerging best practices in area of expertise.

e. Knowledge Sharing
· Prepare briefing notes and information materials on issues of concern related to PSOD and ADB’s private sector activities to the Board, Management and others.
· Contribute to activities for advocacy, dissemination and knowledge building.

f. Staff Supervision
· Provide leadership and support to reporting staff.
· Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.

Education Requirements
Ensure the on-going learning and development of reporting staff.
A university degree in Business Administration, Finance, or related fields; preferably at post-graduate degree or its equivalent in business administration from a leading graduate school of business.
